Maybe it means that fallen riders will just be put out of their misery with a bullet to the back of the head.  Can't wait!

The definition of "cull" does not include "killing" or slaughtering, slaying or shooting.

Literally to "cull" means select, pick out from others, gather, collect and remove.

 I can't see the point in riding without suffering injury.  Can't make an omelette without breaking eggs.  Bit like not seeing the point in driving cars slowly, waste of friction.

 I can , I don't bounce as well as i used to and it now hurts more than it used to. Plus most offs are due to lack of friction not a waste of it, just wish I had more to waste

 Just heard on the news that "the aim is to kill upto 120 badgers a day for six weeks".  Meaning lost in translation perhaps?

     You missed the vital bit, the definition in my dictionary says   "and kill (surplus animals)"
