Yes we could upgrade depends if the group wishes to pay. It will not sort the technical issues any quicker as we are not the only forum with these issues !

This is a known issue that we will be looking to correct once our devs are back in office after the Holidays, but there is currently no deadline or date of expected fix for this just yet.

As a work around, could you re-assign long term inactive accounts to new users?
Yes essentially you can but all the posts the previous owner had entered on the site will become under the new owners name unless you fancy deleting those posts
Might be able to centrally delete all the posts of the user (have completed that task yet)
Don't think its ethical to take over a dormant or not active 'user' could be like the film the "Body snatchers"
If you look at the user list there are plenty that joined up to 10 years ago, didn't post anything and haven't been back since. You can change the username, password & email and then assign it to a new member. Even as a Mod you can do that without needing Admin privileges.
I don't see there being any GDPR issues with that as it's the same as just deleting an old/unused account, you're just reusing their database slot.

I can only do that for new users, if a user has been on the forum as a non trf member for some time they might not be happy with not seeing their old posts ?

My suggestion was just a way to give a new forum user an account so they can post. This won't help with changing the access privileges of an existing user.

New users can now register, but I still cannot give full access to all area's for trf members, hopefully the other issue will be fixed soon, only three months so far !!
