I think that the sand between the high and low tide mark (foreshore) is common ground.  Therefore rideable.... confuse

How you get there without riding over private land is another problem.

Crown property actually.

The Crown Jewels are public property too but the Queen is no more likely to let you try on her hat than let you ride along the foreshore.
